Funds can be used for acquisition and/or development projects to create new parks or substantially improve public parks in economically disadvantaged communities, within incorporated cities and towns with a population of at least 30,000. Projects must create new outdoor recreation opportunities. Up to $15 million may be requested per application.  ORLP Program is a federal National Park Service (NPS) grant program. ORLP involves two competitive layers. First the California Department of Parks and Recreation's Office of Grants and Local Services (OGALS) competitively reviews applications.
