Overview

The NHTF program provides funding for the acquisition, new construction, and rehabilitation of permanent rental housing for extremely low-income households in California through a competitive application process. The NHTF Program is a federal formula grant that provides annual allocations to states to increase and preserve the supply of decent, safe, and sanitary affordable housing specifically for extremely low-income households, defined as having income at or below 30 percent (30%) of the Area Median Income (“AMI”) or income less than the federal poverty line (whichever is greater). If the total national allocation for any fiscal year exceeds $1 billion, the Department may use up to 25% of its annual NHTF allocation to serve very low-income households defined as income at or below 50...
