Overview

The California Opportunity Youth Apprenticeship (COYA) Grant is a new funding source to develop and test innovative practices to increase the participation of opportunity youth in pre-apprenticeship and apprenticeship programs, and to demonstrate the impact of apprenticeship on employment and earnings outcomes for opportunity youth. The COYA Grant Program received $20 million in FY 2022-2023 and another $20 million in FY 2023-2024. The COYA Grant aligns with Governor Newsom’s “Freedom to Succeed” Executive Order, which tasks key state education and workforce leaders to develop a Master Plan on Career Education to guide the state’s efforts to strengthen career pathways, prioritize hands-on learning and real-life skills, and advance universal access and affordability for all Californians...
